ประวัติศาสตร์ พฤติกรรมตำรวจไทยที่โลกรู้ ? Thailand Police Historical
การเสียชีวิตของ ด.ต.ณรงค์ ปิติสิทธิ์ ผบ.หมู่งานจราจร สน.ตลาดพลู ที่เสียชีวิตจากการถูกยิงที่หน้าอก บริเวณประตู 3 สนามกีฬาไทย-ญี่ปุ่น ดินแดง เมื่อวันที่ 26 ธ.ค.ที่ผ่านมา แม้จะยังไม่เป็นที่แน่ชัดว่าใครเป็นผู้ลงมือยิง แต่ฝ่ายเจ้าหน้าที่ตำรวจที่สนับสนุนนโยบายรัฐบาล และมีอคติต่อผู้ชุมนุมทางการเมือง เมื่อปนกับอารมณ์โกธรแค้น ก็โทษกันไปว่าเป็นฝีมือของฝ่ายผู้ชุมนุม โดยไม่รอให้กระบวนการค้นหาความจริงเข้ามาตรวจสอบเหตุการณ์ที่เกิดขึ้น
อย่างไรก็ตาม เราจะได้เห็นการเคลื่อนไหวของตำรวจทั้งในกรุงเทพฯ และจังหวัดออกมาเคลื่อนไหวแสดงพลังหลายรูปแบบ ไล่ตั้งแต่ข้าราชการตำรวจสังกัดกองบัญชาการตำรวจนครบาล แต่งเครื่องแบบมารวมตัวพร้อมตั้งเวทีกลุ่ม “ปกป้องวิชาชีพตำรวจ” เพื่อแสดงพลังเรียกร้องศักดิ์ศรี พร้อมกับยื่นข้อเรียกร้องขอสิทธิในการปกป้องชีวิต และร่างกายของตัวเอง คนที่ทำร้ายเจ้าหน้าที่ จะต้องได้รับโทษโดยเร็ว และต่อต้านการใช้ความรุนแรงต่อเจ้าหน้าที่ตำรวจ
ที่น่าแปลกคือ ข้อเรียกร้องที่ระบุว่า “พึงต่อต้านการบ่อนทำลายความสงบสุขของสังคม การสรัางความแตกแยกของสังคมโดยเฉพาะกลุ่มที่มุ่งหมายทำลายศรัทธาความเชื่อถือให้เกลียดชังเจ้าหน้าที่ตำรวจอย่างไม่เป็นธรรม” และ “ต้องตรวจสอบติดตามต่อต้านการทำลายชาติ ด้วยการบิดเบือนใส่ร้ายเจ้าหน้าที่ตำรวจ” ทั้งๆ ที่หากสังเกตในช่วงที่ผ่านมา ในยามที่ไม่มีการชุมนุมของตำรวจก็เห็นพฤติกรรมอื้อฉาวของผู้ที่ได้ชื่อว่าเป็นผู้พิทักษ์สันติราษฎร์เกิดขึ้นอย่างต่อเนื่อง ทั้งที่เป็นข่าว และไม่เป็นข่าว
ขณะเดียวกัน การใช้สำนักงานตำรวจแห่งชาติเป็นเครื่องมือของฝ่ายการเมือง โดยเฉพาะรัฐบาลยิ่งลักษณ์ ชินวัตร ที่ใช้ศูนย์อำนวยการรักษาความสงบเรียบร้อย หรือ ศอ.รส.จัดการกับผู้ชุมนุมทางการเมืองกลุ่มต่างๆ ล้วนแล้วแต่มีความพยายามสร้างภาพว่า ใครค้านรัฐบาลเป็นต้นเหตุของปัญหา โดยอ้างความเป็นประชาธิปไตย และการเลือกตั้งบังหน้าเพื่อล้างความผิดให้กับตัวเอง ทั้งๆ ที่ในช่วงที่ผ่านมา การบริหารประเทศของรัฐบาลยิ่งลักษณ์ เห็นได้ชัดว่าล้มเหลว เพียงแต่ไม่ค่อยอยากจะยอมรับความจริงกัน
หนำซ้ำ ฝ่ายรัฐบาลยังเป็นต้นตอของการบิดเบือน ใส่ร้ายป้ายสี ทั้งจากรัฐมนตรี และข้าราชการประจำ ที่ออกมาแถลงข่าวเรียกแขกผู้ชุมนุมเพื่อกระตุ้นอารมณ์รุนแรงแก่ผู้ชุมนุม อาทิ พล.ต.อ.ประชา พรหมนอก, นายสุรพงษ์ โตวิจักษณ์ชัยกุล, ร.ต.อ.เฉลิม อยู่บำรุง, พล.ท.ภราดร พัฒนถาบุตร, พล.อ.นิพัทธ์ ทองเล็ก ฯลฯ เพื่อที่จะได้ใช้กฎหมายพิเศษอย่าง พ.ร.ก.ฉุกเฉิน และกฎอัยการศึก และนายกฯ ยิ่งลักษณ์จะได้ใช้อำนาจ รมว.กลาโหม สั่งให้ทหารเข่นฆ่าประชาชน โดยอ้างว่าเพื่อความสงบเรียบร้อยของบ้านเมือง
รวมทั้งโฆษกสำนักงานตำรวจแห่งชาติ พล.ต.ต.ปิยะ อุทาโย นายตำรวจชาวเชียงใหม่ซึ่งเปรียบเสมือนรุ่นน้องของ พ.ต.ท.ทักษิณ ชินวัตร นักโทษหนีคดีอาญาแผ่นดิน เพราะจบจากโรงเรียนมงฟอร์ตวิทยาลัย เตรียมทหาร และนายร้อยตำรวจเหมือนกัน ก็ยังมีพฤติกรรมใส่ร้ายป้ายสีผู้ชุมนุมออกสื่อตลอดมา รวมทั้งยังใช้เครือข่ายสังคมออนไลน์ภายใต้ชื่อ policespokesmen ปลุกระดมให้ตำรวจและฝ่ายตรงข้ามผู้ชุมนุมเกลียดชังด้วยข้อมูลจริงปนเท็จเพิ่มขึ้น
ในเมื่อสถานการณ์ทางการเมืองขณะนี้ แต่ละฝ่ายพยายามช่วงชิงความชอบธรรม โดยละเลยข้อเท็จจริงในทางตรงกันข้าม การออกมาเรียกร้องศักดิ์ศรีของตำรวจครั้งนี้ จึงเป็นที่น่ากังขาอย่างยิ่ง หากตำรวจที่มีพฤติกรรมรักพวกพ้อง รักศักดิ์ศรีและชีวิตตัวเองมากกว่าประชาชนจะออกมาเคลื่อนไหว โดยที่ไม่รู้ว่าใครกันแน่ที่เป็นคนทำลายศักดิ์ศรีถ้าไม่ใช่พวกเขาเอง พฤติกรรมของตำรวจไทยที่ควรเรียกหาศักดิ์ศรีจากตัวเอง ได้แก่

พฤติการณ์ที่ 1 การทำร้ายและเข่นฆ่านักศึกษามหาวิทยาลัยรามคำแหงโดยชายชุดดำและกลุ่มคนเสื้อแดง เมื่อคืนวันที่ 30 พ.ย. พบว่าตำรวจอำนวยความสะดวกให้กลุ่มคนเสื้อแดงที่ชุมนุมในสนามราชมังคลากีฬาสถานอย่างเต็มที่ ตรงกันข้ามกับนักศึกษามหาวิทยาลัยรามคำแหง เรียกร้องขอความสงบคืนมา กลับถูกเสื้อแดงทำร้าย และชายชุดดำไล่ยิงจนนักศึกษาเสียชีวิตเป็นศพแรก จากนั้นก็มีเหตุการณ์ยิงกันตลอดคืน โดยที่ตำรวจไม่สนใจที่จะช่วย กระทั่งทหารเป็นฝ่ายพานักศึกษาที่ติดค้างในมหาวิทยาลัยออกมาได้อย่างปลอดภัย
พฤติการณ์ที่ 2 ตำรวจสลายการชุมนุมพันธมิตรฯ ด้วยแก๊สน้ำตาและอาวุธ เมื่อวันที่ 7 ต.ค. 2551 โดยไม่เป็นไปตามหลักสากล มีผู้เสียชีวิต 2 รายและบาดเจ็บนับร้อยราย แพทย์โรงพยาบาลรามาธิบดีชันสูตรศพ น.ส.อังคณา ระดับปัญญาวุฒิ วีรชนพันธมิตรที่เสียชีวิตพบว่าเกิดจากเกิดจากเกิดจากของแข็งกระแทก ที่มีความร้อนและมีแรงอัด ซึ่งก็คือระเบิดแก๊สน้ำตาที่ตำรวจใช้ นอกจากนี้ พล.ต.ท.สุรพล ทวนทอง กลับใส่ร้ายว่าผู้ชุมนุมพกระเบิด กระทั่งถูกฟ้องร้องจากผู้ชุมนุม จึงเอ่ยปากขอโทษลับหลัง
คณะกรรมการ ป.ป.ช.มีมติชี้มูลความผิดคดีสั่งการสลายการชุมนุมของพันธมิตรฯ ตั้งแต่อดีตนายกฯ สมชาย วงศ์สวัสดิ์ และรองนายกฯ พล.อ.ชวลิต ยงใจยุทธ มีความผิดทางอาญา ตามประมวลกฎหมายอาญามาตรา 157 ที่สำคัญ พล.ต.อ.พัชรวาท วงษ์สุวรรณ อดีต ผบ.ตร. ถูกชี้มูลว่ามีความผิดทางอาญาและมีความผิดวินัยร้ายแรง รวมทั้ง พล.ต.ท.สุชาติ เหมือนแก้ว อดีต ผบช.น.แต่ก็ยังไม่สำนึก และมีการเกณฑ์ตำรวจกดดันการชี้มูลความผิดของ ป.ป.ช.ที่สโมสรตำรวจมาแล้ว ถือเป็นพฤติกรรมปากว่าตาขยิบอย่างยิ่ง
พฤติการณ์ที่ 3 ความไม่สงบใน 3 จังหวัดชายแดนภาคใต้ ที่ผ่านมา ศูนย์ปฏิบัติการตำรวจจังหวัดชายแดนภาคใต้ (ศชต.) สรุปยอดสูญเสีย 10 ปี สถานการณ์ความไม่สงบในพื้นที่จังหวัดชายแดนภาคใต้ เกิดเหตุการณ์ทั้งหมด 1,5713 เหตุ มีผู้เสียชีวิตทั้งหมด 3,705 คน โดยหนึ่งในนั้นมีเจ้าหน้าที่ตำรวจ 339 ราย ส่วนผู้ได้รับบาดเจ็บทั้งหมด 9,076 คน หนึ่งในนั้นมีเจ้าหน้าที่ตำรวจ 1,353 นาย แม้ผู้เสียชีวิตจะถูกยกย่องว่าเป็นวีรบุรุษ แต่เมื่อมีตำรวจและประชาชนตายศพแล้วศพเล่า ตำรวจจะสนใจเรียกร้องศักดิ์ศรีอย่างจริงจังหรือไม่
ที่น่าเอือมระอาก็คือ ครั้งหนึ่ง ผู้บัญชาการตำรวจแห่งชาติ มีนโยบายบังคับให้พนักงานสอบสวนทั่วประเทศ 6,000 นาย ต้องจับสลากเพื่อหาคน 150 คนลงไปปฏิบัติหน้าที่ใน 3 จังหวัดชายแดนภาคใต้ ในวันที่ 7 ม.ค.2556 ปรากฏว่าตำรวจภาคอีสานออกมาประท้วง อ้างว่าเป็นนโยบายที่ไม่มีความเป็นธรรมและไม่เสมอภาค เป็นการเลือกปฏิบัติกับเฉพาะพนักงานสอบสวน เพราะในตำแหน่งอื่นๆ เช่น ผู้กำกับ กลับไม่มีการจับฉลาก แม้เป็นเรื่องโชคดีที่มีคนสมัครเกิน แต่สังคมก็ตั้งคำถามกับตำรวจยุคนี้ว่า ศักดิ์ศรีของตำรวจอยู่ที่ไหน
พฤติการณ์ที่ 4 คดีนายวรยุทธ อยู่วิทยา ทายาทกระทิงแดง ซิ่งรถยนต์หรูยี่ห้อเฟอร์รารี พุ่งชน ด.ต.วิเชียร กลั่นประเสริฐ อายุ 47 ปีสายตรวจ สน.ทองหล่อ เสียชีวิตบนพื้นถนน ที่หน้าปากซอยสุขุมวิท 47 เมื่อเช้ามืดของวันที่ 3 ก.ย. 2555 ผู้ต้องหาเบี้ยวนัดไม่มาพบพนักงานอัยการเจ้าของสำนวน อ้างป่วยกะทันหันอยู่ประเทศสิงคโปร์ ทำให้ไม่สามารถนำตัวผู้ต้องหามายื่นฟ้องต่อศาลได้ กระทั่งข้อหาขับรถเร็วเกินกว่าที่กฎหมายกำหนดหมดอายุความ
คดีนี้เป็นที่น่าสงสัยมาตั้งแต่เริ่มต้น ที่ พ.ต.ท.ปัณณ์ภณ นามเมือง สวป.สน.ทองหล่อ พยายามนำตัว นายสุเวศ หอมอุบล อายุ 45 ปี คนขับรถประจำบ้านของนายเฉลิม อยู่วิทยา มาส่งมอบให้พนักงานสอบสวนแทนนายวรยุทธ ซึ่งเป็นผู้ขับรถชน ด.ต.วิเชียร ตัวจริง กระทั่งพนักงานสอบสวนพยายามจะประวิงเวลาและทำสำนวนอ่อนมาตั้งแต่ต้น โดยมีความเห็นสมควรสั่งฟ้องเพียงแค่ 2 ข้อหา คือ ขับรถโดยประมาททำให้ผู้อื่นเสียชีวิต และชนแล้วหนีโดยไม่แจ้งเหตุ
แม้กระทั่งการปล่อยให้ผู้ต้องหาได้รับการประกันตัวโดยไม่ได้กำหนดเงื่อนไข จนเป็นเหตุให้ผู้ต้องหาอาศัยช่องว่างหลบหนีคดี และปล่อยเวลาหมดอายุความ หากไม่ใช่ความผิดพลาดก็ส่อให้เห็นถึงความพยายามประวิงเวลา เพื่อให้คดีขาดอายุความ และอัยการไม่สามารถสั่งฟ้องผู้ต้องหาได้ทัน โดยอ้างเหตุว่าป่วย และเดินทางไปต่างประเทศ น่าสงสัยว่า ตำรวจเหล่านี้จะเรียกร้องศักดิ์ศรีแทน ด.ต.วิเชียร ที่ถูกลูกชายเศรษฐีเครื่องดื่มชูกำลังขับรถชนแล้วหนี หรือจะปล่อยให้ตายฟรี
พฤติการณ์ที่ 5 คดีอื้อฉาววงการสีกากี เฉกเช่น ร.ต.อ.ณัฏฐ์ ชลนิธิวณิชย์ หรือผู้กองณัฏฐ์ อดีต ผบ.หมวด 426 ตชด. พร้อมลูกน้องรวม 10 คน ร่วมกันใช้อาวุธปืนและเครื่องกระสุนปืนบังคับขู่เข็ญและควบคุมตัวเจ้าหน้าที่ตำรวจสังกัด บช.ปส. กล่าวหาว่าร่วมกันกระทำความผิดเกี่ยวกับยาเสพติด ก่อนกักขังในห้องพัก ร่วมกันทำร้ายร่างกาย ร่วมกันบังคับขู่เข็ญให้ลงชื่อในบันทึกการจับกุมยอมรับสารภาพ ก่อนเรียกเงิน 2 ล้านบาท เมื่อปี 2550 แม้ศาลตัดสินจำคุกไปแล้ว 10 ปี แต่ก็เป็นคดีที่สะเทือนต่อศักดิ์ศรีของตำรวจไทยเช่นกัน
พฤติการณ์ที่ 6 คดีการเสียชีวิตของดาบยิ้ม หรือ ด.ต.สุวิชัย รอดวิมุต ตำรวจกองปราบปราม ถูกยิงด้วยอาวุธปืน 6.35 มม.เสียชีวิตภายในคลับทเวนตี้ ผับ โรงแรมเจ้าพระยาปาร์ค ถ.รัชดาภิเษก เมื่อกลางดึกของวันที่ 29 ต.ค. 2544 ผู้เกี่ยวข้องในเหตุการณ์ และตกเป็นผู้ต้องหาลั่นไกฆ่า คือ นายดวงเฉลิม อยู่บำรุง ลูกชายคนเล็กของ ร.ต.อ.เฉลิม อยู่บำรุง ซึ่งหายตัวไปกว่าครึ่งปีก่อนจะไปโผล่เข้ามอบตัวที่สถานทูตไทยในมาเลเซีย เมื่อเช้าวันที่ 2 พ.ค.2545 ก่อนถูกส่งตัวกลับมาดำเนินคดี
ร.ต.อ.เฉลิม ก็ออกหน้าปกป้องลูกชายแบบเต็มตัว อ้างว่าคนที่ยิงดาบยิ้มตาย คือ “ไอ้ปื๊ด” คนสนิทผู้ติดตามลูกชาย พยายามนำตัวนายเฉลิมชนม์ บุริสมัย ที่ระบุว่าเป็นไอ้ปื๊ดเข้ามอบตัว รวมทั้งใช้ทนายมือดีอย่าง นายสมหมาย กู้ทรัพย์ มุ่งนำสืบพยานพุ่งเป้าไปที่ประเด็นแสงไฟในคลับ และวิถีกระสุน นำไปสู่คำพิพากษายกฟ้องดวงเฉลิมทำให้เกิดคำถามขึ้นมากมาย และเป็นที่แน่ชัดว่า ดาบยิ้มตายฟรี ส่วนภรรยาได้บอกกับลูกชายว่าให้ตั้งใจเรียนหนังสือ เพราะไม่สามารถสู้อำนาจเงินและบารมี ทำได้เพียงเก็บความรู้สึกต่างๆ ไว้ภายใน
ส่วน ดวงเฉลิม เปลี่ยนชื่อเป็นดวง กลับเข้ารับราชการทหาร ก่อนที่ พล.ต.ท.คำรณวิทย์ ธูปกระจ่าง ผบช.น.เจ้าของสโลแกน “มีวันนี้เพราะพี่ให้” จะโอนย้ายมาเป็น รองสารวัตรศูนย์ฝึกอบรม กองบัญชาการตำรวจนครบาล และไปช่วยราชการในตำแหน่งนายเวร ผู้บังคับการตำรวจนครบาล 9 ที่คุมพื้นที่ไปถึงเขตบางบอน ซึ่งเป็นเลือกตั้งของตัวเอง อีกไม่นานก็คงเห็น “ลูกดวง” ก้าวขึ้นสู่ตำแหน่งผู้กำกับการ ผู้บังคับการ ผู้บัญชาการ อย่างรวดเร็ว เรื่องแบบนี้จะมีตำรวจสักกี่คนที่กล้าเรียกร้องศักดิ์ศรี
พฤติการณ์ที่ 7 พฤติกรรมอื้อฉาวของตำรวจจราจร ก่อนหน้านี้เป็นที่วิพากษ์วิจารณ์ในสังคมถึงการปฏิบัติหน้าที่ของตำรวจจราจรทั้งในกรุงเทพมหานครและต่างจังหวัด ในปัจจุบัน ที่มีพฤติกรรมไม่เหมาะสม ทั้งการตั้งด่านตรวจเพื่อจับผู้ใช้รถใช้ถนนเสียค่าปรับอยู่บ่อยครั้ง โดยเฉพาะผู้ขับขี่รถจักรยานยนต์ แม้จะใส่หมวกกันน็อก หรือขับขี่ด้วยความเร็วตามกฎหมายก็ตาม รวมทั้งมีการใช้คำพูดไม่เหมาะสมเพื่อกรรโชกให้ผู้ใช้รถใช้ถนนเสียค่าปรับ สร้างความเดือดร้อนแก่ประชาชน
นอกจากนี้ยังมีการดักซุ่มตามมุมอับ เช่น ตามทางโค้งหรือพุ่มไม้เพื่อดักจับผู้ใช้รถใช้ถนน กระทั่งในเครือข่ายสังคมออนไลน์ได้มีการตั้งเฟซบุ๊กในลักษณะ “มีด่านบอกด้วย” เพื่อหลีกเลี่ยงการกระทำของเจ้าหน้าที่ แม้กองบังคับการตำรวจจราจรได้จัดทำป้ายคัตเอาท์ระบุว่า “กลับหลังหัน ไม่ตีไก่ ไม่ตั้งด่านหวังเงินรางวัล ไม่รีดไถประชาชน ไม่ดักซุ่มตามทางโค้ง ไม่ใช้กิริยาวาจาไม่เหมาะสม ตำรวจจราจรยุคใหม่ ใส่ใจประชาชน” แต่ก็เป็นที่น่าสงสัยจากสังคมว่า ผลที่สุดจะทำได้จริงหรือไม่ ซึ่งตำรวจจะเรียกร้องศักดิ์ศรีเรื่องนี้อย่างไร
ขณะเดียวกัน ยังมีตำรวจอีกจำนวนหนึ่งที่ใช้ยศและตำแหน่งคนในเครื่องแบบแสวงหาผลประโยชน์แก่ตัวเอง โดยเฉพาะธุรกิจสีเทา อาทิ รถตู้เถื่อน บ่อนการพนัน สถานบันเทิง การค้ามนุษย์ แม้กระทั่งการค้าประเวณีและยาเสพติดก็มี แม้บางคดีจะหลุดออกมาเป็นข่าว แต่ยังมีอีกส่วนมากที่ยังอยู่ดีมีสุข โดยที่ประชาชนรู้แต่ก็ทำอะไรไม่ได้เพราะเกรงกลัวอิทธิพลมืด เกิดความไม่ปลอดภัยในชีวิตและทรัพย์สิน ได้แต่เอาหูเอานาเอาตาไปไร่เพื่อไม่ให้ตัวเองเข้าไปยุ่งเกี่ยว
แม้กระทั่งในการปฏิบัติภารกิจรักษาความสงบเรียบร้อยระหว่างการชุมนุม กลับพบภาพฉาวโฉ่ที่เจ้าหน้าที่ตำรวจปราบจลาจลกำลังจับกลุ่มเล่นไฮโลกันอย่างสนุกสนานในสถานที่ราชการ บริเวณสำนักงานคณะกรรมการพัฒนาระบบราชการ หรือ ก.พ.ร.ซึ่งอยู่ตรงข้ามทำเนียบรัฐบาล ช่วงพักเปลี่ยนถ่ายกำลังคุมม็อบ ก่อนเผยแพร่ในโลกออนไลน์โซเชียลเน็ตเวิร์ก เป็นภาพที่น่าอเน็จอนาถอย่างยิ่ง
พฤติการณ์ที่ 8 เกิดขึ้นไม่เว้นกับชาวต่างชาติ ซึ่งเป็นนักท่องเที่ยว โดยนายดานิลโล ดิ วีโต อายุ 51 ปี อาชีพสถาปนิกและนายอันโตนิโอ ดิ มูโร อายุ 62 ปี ชาวอิตาลี ถูกชายฉกรรจ์ 3 คนแต่งตัวคล้ายตำรวจมาแสดงตัวเข้าจับกุม ระหว่างไปกดเงินที่ตู้เอทีเอ็มย่านนานา โดยอ้างว่าใช้บัตรเอทีเอ็มปลอม ก่อนคุมตัวไปเจรจาที่ตึกร้าง และไปพบนายตำรวจยศ พ.ต.ต.ที่ สน.ลุมพินี เรียกร้องเงินจำนวน 2 ล้านบาท เพื่อแลกกับการไม่ดำเนินคดี ภายหลังต่อรองเหลือ 25,000 ยูโร
