นายสุเทพให้เหตุผลประการที่สอง ว่า เพื่อยืนยันให้คนทั้งประเทศทั้งโลกได้เข้าใจในเจตนารมณ์ของมวลมหาประชาชน ต้องการปฏิรูปประเทศ ปฎิรูปกฎหมายเลือกตั้ง การปราบปรามทุจริตคอรัปชั่น กฎหมายปกครองในการคืนอำนาจให้ประชาชนเลือกผู้ว่าราชการจังหวัดทุกจังหวัด ปฏิรูปประเทศในส่วนที่ดูแลช่วยเหลือคนยากจนให้ลืมตาอ้าปากได้ มีชีวิตศักดิ์ศรีเรื่องความเป็นมนุษย์ ดูแลเรื่องการรักษาพยาบาล อาชีพ การศึกษา และที่สำคัญคือต้องปฏิรูปโครงสร้างตำรวจให้ตำรวจอยู่ภายใต้การกำกับควบคุมของประชาชน ประชาชนอย่างเราจะลุกขึ้นต่อสู้บอกว่าไม่เอาเลือกตั้งจนกว่าจะปฎิรูปเสร็จ ไม่ใช่ไม่เอาการเลือกตั้ง แต่ต้องปฏิรูปให้เสร็จก่อน แล้วเชิญไปเลือกตั้งกัน
